The IHR Emergency Committee is the formal mechanism preceding a PHEIC declaration. For COVID, it met on Jan 22-23, 2020. Convening alone is a major escalation signal even without a PHEIC.
Resolves YES if WHO publishes an official statement confirming an IHR Emergency Committee was convened specifically on hantavirus before 2026-07-01. Working group meetings do NOT count.
