On 11 Mar 2020 Tedros declared COVID-19 a pandemic — a non-IHR but politically pivotal label. Tracks whether WHO leadership applies the term to the 2026 hantavirus situation.
Resolves YES if the WHO Director-General, in an official statement or DG-attributed press release, characterises the 2026 hantavirus situation as a 'pandemic' (not 'pandemic potential') before 2026-09-01.
On settlement the oracle attaches a signed snapshot of each source URL plus a SHA-256 hash of the page content captured at resolution time. Disputes have a 7-day arbitration window.
