For COVID, WHO's IHR Emergency Committee met 22–23 Jan 2020 and again on 30 Jan when it declared the PHEIC. The mere convening is the procedural antecedent to any PHEIC and a strong policy signal.
Resolves YES if WHO publishes an official statement noting an IHR Emergency Committee was convened on hantavirus before 2026-07-01. Subject-specific working group statements without an EC do NOT count.
